Mr. Chang’s practice areas include litigating claims on behalf of individuals for sexual harassment, employment discrimination, and retaliation. He has also prosecuted cases under the Ralph Civil Rights Act for cases of hate violence.
Mr. Chang has garnered recognition from California Super Lawyers Magazine as a Rising Star—an honor reserved for no more than 2.5% of lawyers in the state. He has also won Three Best Rated Attorneys in Sacramento, Lawyers of Distinction, and AVVO Clients Choice awards.
Mr. Chang is national recognized as a member of the Million Dollar Advocates Forum. This forum is recognized as one of the most prestigious groups of trial lawyers in the entire United States, with less than 1% of all US attorneys qualifying for membership. To become a member, an attorney must have achieved million-dollar verdicts, awards, and settlements.
Before starting his own law practice, Mr. Chang worked for more than two decades in the public sector, including more than 15 years as a sworn peace officer—including positions as a patrol officer, investigator, supervising investigator, special agent, and senior special agent. He also spent more than a decade in the United States Attorney’s Law Enforcement Task Force. He was a senior special agent for one of the largest law enforcement agencies, supervised a team of investigators, conducted internal affairs, and performed equal employment opportunity investigations.
Mr. Chang received his Juris Doctor from Concord Law School, where he was a distinguished scholar and oral advocate in a plaintiff’s ADA case. He received his BA in Political Science at the University of California at Davis, and a Masters in Criminal Justice at Boston University.
Mr. Chang is admitted by the California Supreme Court to practice in all the courts of California. He is also admitted to practice in the United States Federal Courts for the Eastern District of California, Northern District of California, and Ninth Circuit and Federal Circuit US Courts of Appeal. Mr. Chang also serves as a co-chair of the Public Employee Committee of the California Employment Lawyers Association.
